Quick Answer — ISA Certified Arborist in Buffalo NY
  • An ISA Certified Arborist has passed a rigorous 200-question exam covering 10 areas of tree science, holds a minimum 3 years of verified field experience, and must complete continuing education every 3 years to stay certified.
  • The ISA credential is accredited to ISO 17024 — the same international standard used for certifications in medicine and engineering.
  • It is not a paid membership. It is not a business license. It is earned through demonstrated competency and must be maintained.
  • If you hire an unlicensed, uninsured tree operator in New York and a worker is injured on your property, you can be held personally liable under NY law — even if you didn’t know they were uninsured.
  • You can verify any arborist’s ISA certification at isa-arbor.com/credentialed-professionals — free, takes 30 seconds.

The Problem With the WNY Tree Service Market

After every major Buffalo ice storm, they appear. Trucks without company names. Guys knocking on doors offering to remove fallen trees for cash. Quotes that seem impossibly cheap. And homeowners — stressed, under pressure, looking at a tree on their roof — who say yes.

It is one of the most costly decisions a WNY homeowner can make. Not because the work is necessarily bad — though often it is — but because of what happens when something goes wrong on your property with an unlicensed, uninsured operator in New York State.

This guide explains exactly what an ISA Certified Arborist is, what that credential actually means, what the risks of hiring unlicensed operators are under NY law, and the seven questions that separate professional tree companies from the ones you need to avoid.

What Is an ISA Certified Arborist — Exactly?

The International Society of Arboriculture (ISA) is the primary professional credentialing body for arborists in the United States and in dozens of countries worldwide. Founded in 1924, ISA sets the standards, research, and education framework for the tree care profession globally.

An ISA Certified Arborist® is someone who has:

1
Met the experience requirement. A minimum of three years of full-time, verifiable work experience in arboriculture — covering eligible duties including pruning, cabling and bracing, fertilisation, disease diagnosis and treatment, and tree risk assessment. Alternatively, a degree in arboriculture, horticulture, landscape architecture, or forestry from an accredited institution (with reduced experience requirement). This isn’t someone who started cutting trees last year.
2
Passed a rigorous 200-question exam. The ISA Certified Arborist exam consists of 200 multiple-choice questions across 10 subject domains. Candidates have 3.5 hours to complete it. The exam is administered through Pearson VUE testing centres — the same infrastructure used for medical licensing and bar exams. It cannot be taken online informally. It is not a multiple-guess quiz about basic tree facts.
3
Committed to ongoing education. ISA certification is valid for three years. To maintain it, a certified arborist must complete 30 Continuing Education Units (CEUs) within each three-year period — covering new research, updated safety standards, and emerging threats like new pest species and disease outbreaks. If they don’t recertify, the credential lapses.
4
Agreed to a Code of Ethics. ISA Certified Arborists must abide by the ISA Code of Ethics, which includes obligations to prioritise tree health, protect client property, and maintain professional standards. Violations can result in credential revocation.
Important distinction: The ISA credential is accredited by the American National Standards Institute (ANSI) to ISO 17024 — the same international standard used for professional certifications in medicine, engineering, and financial services. This is not a paid club membership. It is an earned, internationally recognised demonstration of competency that must be continuously maintained.

What the ISA Exam Actually Tests

Most homeowners hiring a tree service have no idea what an arborist is actually trained to know. Here is what the ISA exam covers — and why it matters for your property:

Exam Domain% of ExamWhy It Matters for WNY Homeowners
Tree Biology~12%Understanding how trees grow, heal, and fail — essential for knowing what’s salvageable vs. what must come down
Diagnosis & Treatment~15%Identifying diseases like oak wilt, EAB damage, verticillium wilt — the difference between saving a tree and misidentifying it
Pruning~15%Correct pruning technique — improper cuts create permanent injury. Includes the oak wilt pruning window that protects your trees
Tree Risk Assessment~10%Evaluating structural defects, failure risk, and hazard level — the basis of legally defensible risk documentation
Soil Management~10%WNY’s glacial clay soil creates unique root challenges — an arborist trained in soil science makes different recommendations than someone who isn’t
Safe Work Practices~10%ANSI Z133 safety standards — covering what equipment, procedures, and clearances are required to work safely on your property
Tree Installation & Establishment~8%Correct planting techniques — why so many WNY trees fail within 5 years of planting (girdling roots, planting depth errors)
Trees & Construction~8%Protecting trees during building and renovation — critical for WNY homeowners doing additions or driveway work near mature trees
Urban Forestry~6%Municipal tree management, permit regulations, right-of-way rules — relevant for WNY’s town-by-town permit landscape
Tree Identification~6%Accurately identifying WNY species — critical for disease management (you cannot manage oak wilt without correctly identifying whether a tree is a red or white oak)

The 6 ISA Credentials — What Each One Means

ISA offers six distinct credentials, each earned through a separate examination process. Most homeowners only know about the basic Certified Arborist — but the credential hierarchy goes significantly deeper:

ISA Credential Hierarchy — From Foundation to Master Level
ISA Certified Arborist®
Foundation credential. 200-question exam. 3+ years experience. What to look for in any tree service company.
ISA Certified Tree Worker®
For climbing specialists. Written + physical climbing skills test. Validates hands-on safety competency for workers who climb.
ISA Certified Arborist Utility Specialist®
For arborists working near utility lines. Additional exam on electric utility pruning, integrated vegetation management, and electrical hazard protocols.
ISA Municipal Specialist®
For urban foresters and city tree managers. Requires existing ISA Certification + 3 more years urban forestry experience. Covers policy, administration, and public communication.
ISA TRAQ® (Tree Risk Assessment Qualification)
The professional standard for formal hazard tree evaluation. TRAQ-qualified arborists provide documentation that carries legal weight in insurance claims and court proceedings. Branch Specialists holds TRAQ qualification.
Board Certified Master Arborist®
The highest ISA credential. Fewer than 2% of all ISA Certified Arborists hold this. Extensive scenario-based exam + adherence to Master Arborist Code of Ethics. The pinnacle of arboricultural expertise.

Arborist vs. Tree Service — The Real Difference

This is the question most homeowners don’t know to ask. The terms are often used interchangeably in marketing — but they describe fundamentally different things.

🎓 ISA Certified Arborist — What You Get

Diagnosis before action. A certified arborist assesses your tree’s health, structure, soil conditions, pest and disease status, and risk profile before recommending any work. The recommendation might be removal — or it might be pruning, treatment, or simply monitoring.

Species-specific knowledge. The oak wilt pruning window, EAB identification, verticillium wilt vs. drought stress — these distinctions require species-specific training. A misidentification can kill a treatable tree or leave a dangerous one standing.

Legally defensible documentation. An ISA arborist assessment provides written documentation of tree condition, risk level, and recommendations — which carries weight with insurance adjusters, in legal disputes, and in NY court proceedings.

Code of Ethics compliance. A certified arborist will not recommend unnecessary work, will not top trees, and will not use climbing spikes on trees that are not being removed — practices that unqualified operators routinely use.

Verified insurance. Licensed, insured companies carry general liability AND workers’ compensation as a condition of responsible operation. This protects you as the property owner.

⚠️ Generic “Tree Guy” — What You Actually Get

Labor, not diagnosis. An unlicensed operator sees a tree that may need to come down. They do not run through a diagnostic checklist. The recommendation is removal by default — whether or not it is actually needed.

No disease awareness. They will prune your red oak in July without knowing or caring about the oak wilt pruning window. They will cut an EAB-damaged ash tree and leave the infected wood in your yard. They will treat every declining tree as a removal job.

No paper trail. No written assessment, no documentation of pre-work tree condition, no professional opinion on record. If something goes wrong — legal dispute, insurance claim, neighbour complaint — you have nothing from the contractor.

Harmful practices common. Tree topping, spike climbing on live trees, incorrect pruning cuts that create rot entry points, improper root cutting — all are common among unlicensed operators and all cause lasting damage.

No insurance protection. No workers’ comp means if a worker is injured on your property, you — the homeowner — may be held liable under NY law. No general liability means property damage is your problem.

What Happens When You Hire an Unlicensed Operator in New York State

This is the section most homeowners wish they had read before the cheap quote became a disaster. Under New York State law, the consequences of hiring an unlicensed, uninsured tree service are severe — and they fall on the property owner, not the contractor.

🚨 New York State Law — Your Personal Liability Risk
In New York State, most businesses employing workers must carry workers’ compensation insurance. If you hire a tree service company that does not carry workers’ comp and a worker is injured on your property, you as the homeowner can be held personally liable for their medical expenses, lost wages, and associated damages — even if you had no knowledge the company was uninsured. This liability can exceed your homeowners insurance coverage limits.
1
Worker injury on your property. If an unlicensed worker falls from a tree on your property, their medical bills and lost wages become your liability under NY law. Your homeowners insurance policy may not cover this — many policies specifically exclude claims arising from work performed by uninsured contractors. You become, in the eyes of the law, the de facto employer.
2
Property damage with no coverage. If an unlicensed crew drops a tree through your roof, garage, or fence — and they carry no general liability insurance — you pay for the repairs yourself. You can attempt to sue the contractor, but many storm-chaser operators work under fake business names, have no assets, and disappear after a job goes wrong. You have effectively no recourse.
3
Neighbour’s property damaged. If a falling section hits your neighbour’s fence, vehicle, or structure during work performed by an uninsured contractor on your property — you may be held liable for that damage as well. Your homeowners liability coverage may not respond if the work was performed by an uninsured, unlicensed operator.
4
Tree damage with no recourse. An unlicensed operator may top your tree, use climbing spikes on a live tree, or make incorrect pruning cuts that permanently damage or kill the tree. A valuable mature oak or maple that took 80 years to grow can be permanently damaged by improper pruning in 30 minutes. You have no warranty, no written contract, and no certified professional to hold accountable.
5
Permit violations. Several WNY municipalities require permits for tree removal (Hamburg, Cheektowaga, Amherst properties over 1 acre). An unlicensed operator will not check permit requirements. If they remove a tree that required a permit, the violation falls on you — the property owner — not the contractor. See our complete Erie County tree permit guide.
🦬 Buffalo Storm-Chaser Warning: After every major WNY ice storm or blizzard — the October ice storms, the November lake-effect events, the post-Nor’easter cleanup — unlicensed operators appear throughout Erie County going door to door. They offer low prices for urgent work when homeowners are stressed and vulnerable. Many work in cash only, have no business registration, no insurance, and no credentials. Branch Specialists is a licensed, insured, ISA-certified company that operates year-round — not a storm-season operation. If someone knocks on your door uninvited after a storm, ask for their insurance certificates before engaging.

7 Questions to Ask Any Tree Company Before Hiring in Buffalo NY

Before any tree company sets foot on your WNY property, ask these seven questions. A legitimate, professional company will answer every one clearly and without hesitation. The ones that cannot — or will not — are telling you something important.

1
“Can you show me your Certificate of Insurance for general liability and workers’ compensation?” This is non-negotiable. Ask for actual certificates — not just a claim that they’re insured. Call the insurance company on the certificate to verify the policy is current and active. Branch Specialists carries $1M+ in general liability and full workers’ compensation coverage across all operations.
2
“Are your arborists ISA certified? What is their credential number?” Any ISA Certified Arborist can give you their credential number, which you can verify at isa-arbor.com/credentialed-professionals in 30 seconds. If they hesitate, are vague, or cannot provide a verifiable number — the credential may not exist.
3
“Will you check whether I need a permit for this removal?” Several WNY towns require permits for tree removal. A professional company checks this as standard practice before quoting. If a company has never heard of Erie County tree permit requirements — that is a serious knowledge gap. Branch Specialists verifies permit status on every job, at no charge.
4
“Will you provide a written, itemised estimate?” A professional company provides a written estimate that specifies the scope of work, what is included (debris removal, stump grinding), and the total cost. Verbal estimates and handshake deals leave you with no recourse if the final bill is different or the work is incomplete.
5
“How long have you been operating in WNY and can you provide local references?” Longevity matters. Storm-chasers arrive and disappear. A company that has operated in Buffalo for years has a track record, local reputation, and accountability. Ask for references from jobs in your area within the last 12 months and follow up on them.
6
“Do you follow ANSI A300 pruning standards?” The American National Standards Institute A300 standard is the industry benchmark for tree pruning. ISA Certified Arborists are trained to these standards. If a company looks blank at this question, they are not following professional pruning standards — which means every cut they make may be creating future damage.
7
“Will you disinfect your equipment between trees?” This question is particularly important for oak work and any job near known disease areas. Pruning equipment can transmit oak wilt, Dutch Elm Disease, and other pathogens from one tree to another. A professional arborist disinfects equipment between trees as a standard practice. An unlicensed operator almost certainly does not.

8 Red Flags That Signal an Unreliable Tree Company in WNY

Red FlagWhat It SignalsYour Risk
Soliciting door-to-door after a stormClassic storm-chaser behaviour — no local roots, working opportunistically🔴 High — likely uninsured

Cannot provide insurance certificatesUninsured — your liability exposure is immediate🔴 Critical — stop immediately
Recommends “topping” your treeISA explicitly opposes topping — this reveals lack of professional training🔴 High — permanent tree damage

Hesitant to answer questions about credentialsA legitimate professional is proud of their credentials and verifies them readily🔴 Medium — credential may not exist

How to Verify ISA Certification in 30 Seconds

“After the October storm we had two guys knock on our door offering to take the fallen tree off our roof for $400 cash. Glad we called Branch Specialists instead. They came out the same day, had all their credentials, provided a written estimate, and handled everything with our insurance adjuster. The difference in professionalism was night and day.”

Frequently Asked Questions

What is an ISA Certified Arborist?
An ISA Certified Arborist is a tree care professional who has met a minimum of 3 years of verified field experience, passed a rigorous 200-question exam covering 10 areas of arboricultural science, and commits to 30 hours of continuing education every 3 years to maintain the credential. The ISA (International Society of Arboriculture) is the world’s primary professional credentialing body for arborists, and the credential is accredited to ISO 17024 — the same international standard used in medicine and engineering.
Is there a difference between an arborist and a tree service in Buffalo NY?
Yes — a significant one. A tree service provides labor: they can cut, trim, and remove trees. An ISA Certified Arborist provides diagnosis: they assess tree health, identify diseases, evaluate structural risk, and make scientifically informed recommendations. The difference determines whether a declining tree gets the right treatment and is saved, or gets removed unnecessarily. Branch Specialists is both — a full-service tree company staffed by ISA-certified arborists.
What happens if I hire an unlicensed tree company in New York?
Under New York State law, if you hire an unlicensed tree service that does not carry workers’ compensation insurance and a worker is injured on your property, you can be held personally liable for their medical expenses and lost wages — even if you didn’t know they were uninsured. If they damage your property and have no general liability insurance, you pay for repairs out of pocket with no recourse against the contractor. Your homeowners insurance may not cover damage caused by an uninsured contractor. The financial risk of hiring an unlicensed operator far exceeds any price savings.
How do I verify a tree company is ISA certified in Buffalo NY?
Go to isa-arbor.com/credentialed-professionals and search by the arborist’s name or credential number. Results show the credential type, expiry date, and current status (Active / Expired / Revoked) in real time. This verification is free and takes 30 seconds. You can also verify insurance by requesting a Certificate of Insurance and calling the insurance company directly to confirm the policy is current and active.
What questions should I ask before hiring a tree service in Buffalo NY?
Ask for: (1) Certificate of Insurance for general liability AND workers’ comp; (2) ISA certification number for verification; (3) whether they will check permit requirements; (4) a written itemised estimate; (5) local references from the past 12 months; (6) whether they follow ANSI A300 pruning standards; (7) whether they disinfect equipment between trees. A legitimate, professional company answers all seven without hesitation.
What is TRAQ and does Branch Specialists have it?
TRAQ stands for Tree Risk Assessment Qualification — it is ISA’s advanced credential for formal tree hazard evaluation. A TRAQ-qualified arborist produces written risk assessments that carry legal and professional weight with insurance adjusters and in court proceedings. This is different from a general tree assessment or free estimate. Branch Specialists holds TRAQ qualification, which is why our arborist documentation is regularly used in insurance claims and legal proceedings across WNY.
Why do ISA certified arborists cost more than unlicensed operators?
The price difference reflects real costs: insurance premiums (general liability + workers’ comp), credential maintenance, continuing education, professional equipment maintained to ANSI standards, and the overhead of a legitimate registered business. An unlicensed operator’s low price typically means these costs are absent — and you, the homeowner, absorb that risk if anything goes wrong. The ISA credential is not a price premium for a certificate. It is the cost of accountability.
“In Western New York, we see the same story every storm season — a homeowner hired someone cheap, something went wrong, and now they’re facing a liability claim or a permanently damaged tree with no recourse against an operator who has disappeared. The ISA credential exists precisely to give homeowners a verifiable, meaningful way to distinguish professionals from operators. Use it.”
